Drug penal control: the impact of prohibition on the penal system and on society. Tese de Doutorado em Direito, USP, 2006.
The study of penal control on illicit drugs aims at the understanding the symbolic way the drug prohibitionist strategy has been established to protect public health. For that, research conduction showed how this model has been historically built and applied, and the reason why there are difficulties in implementing alternatives of control, despite the failure of prohibition. The critical approach on the matter leads to the impact of prohibition on the penal system and society as well, as a key to evaluate possibilities for overcoming this paradigm. Alternative policies and harmful reduction measures are suggested as positive strategies to be adopted by Brazilian legislation.
